Actually, I think it depends a lot on the amp. Moreover, if you're buying a very powerful amp (over 100 watts), I think 12's are fine. But, if you're looking for a really full sound from a medium-powered amp, (like an old Twin) I would go with the 15".

But remember, the above is a simplification, and a lot of other variables enter in to the equation, such as what kind of speakers, and what kind of enclosures you have, too.

A 15" sounds great in an open back cabinet. A 12" sounds great in a closed back cabinet. The closed back gives it tighter low end.
