What would be the best $450 - $500 Windows laptop to purchase at this time?

Not sure about "best", but Best Buy has many that are under $500 that are very good name brands. I bought my Dell laptop from them a few years ago for $400.
Carter D10 8p/7k, Dekley S10 3p/4k C6 setup, Regal RD40 Dobro, Recording King Professional Dobro, NV400, NV112, Ibanez Gio guitar, Epiphone SG Special (open G slide and regular G tuning guitar) .

Playing for 55 years and still counting.

What are you looking to do with your laptop? If you're just going to be browsing the internet, looking at photos, and reading email, then any of the current line of laptops should do fine. If you're planning on doing your own recording or filming, you might need a laptop with more processing power, a larger hard drive, or more RAM.
The low end laptop market has been decimated by the popularity of the Apple iPad and its competitors.
The Acer Aspire has a very good review on PC Magazine's website. The Asus U56E-BBL6 is the Editor's Choice for just a bit more.

Thanks for replies. Off to Best Buys this morning and also looking at a Dell Laptops online.

Best Buy just this week announced that they are closing a bunch of stores in various cities. Dell sells direct to the public and has no plans to close its online store or service depot.

Just something to keep in mind.
